Request: Child to Parent Bone Constraints

Hello everyone!
Does anyone know a scripting solution for bone constraints from a child bone layer connecting to a parent bone layer? I know there was or is some solution with a master-slave-bone system, but constraints would be more useful for me.
Maybe someone can build something like this?

Edit: Maybe it's possible to do this up or down the hierarchy?
