Translate layer tools problem

When I use the translate layer tool it affects every bit of my animation. How do I select what I want translated and leave the rest unaffected? For example, I have a dog walking across to the center of the staging area, he stops, lifts his head, and then wags his tail. Then I want him to continue traveling across the stage. But, when I translate the exiting movement into the layer ALL the dogs movements (head lift, tail wag) are affected by that exiting motion so that the dog is moving when his tail is wagging and his head is lifting. I want him to walk to the middle of the stage. Stop and do his head lift and tail wagging bit THEN exit the stage. Please help!!! This seems so simple but I can't find the right button.

sounds like not enough keyframes.

frame 1: dog stage right. Add a translate keyframe (right).

frame 50: dog centre. Add a translate keyframe (centre)

frame 100: dog centre, head/ tail movement complete. >>COPY the Frame 50 translate key to this frame.

frame 200: dog stage left: add a translate keyframe (left).
