1. Do you really need a 360° turn?
2. AS is a 2D program, so you have to draw different views by hand.
3. Maybe a 3D program is better for you.

There are a lot of kind of dogs and a lot of drawing styles. If you share a picture of your character it will be easier to help you. Now, I agree (partially) with slowtiger. AS is a 2d software and you have to consider that. Most of the time a good anticipation works better for a head or body turn rather than having a very complex rig able to turn softly in every possible angle.

Hi, Víctor Paredes here.
That is an old file and, if I remember well, it uses blend morph and animated layer order. Now you could get the same result using smart bones. Currently, smart bones aren't able to control animated layer order, but they can translate layers, so you can use Depth sort (checking in the bone layer proprieties>Bone>Sort layers by depth). You can translate layers very little distances (like 0.01 or -0.01) and that way be able to animate the visual order of the layers.
All this is just if you want to control the movement using a bone lever. If you just want to animate it by hand, just move the points and adjust the layer order anytime you want.
