Suppose two animators are working together and they decide to start rigging up a character. Now, suppose one animator creates a bone layer and calls it "HEAD". This animator then proceeds to make vector layers inside of the HEAD bone layer. The first animator shares this file with the second animator and the 2 animators then decide to divide up their work load. Animator #1 decides to rig up hair and eyes, while Animator #2 rigs mouth and ears. The two animators complete their rigs, but then discover a problem ... How do they combine their actions into a single head bone? Is it even possible to do this? (Both Animators own AS Pro)

It is not recommended to work like this because it complicates the workflow. Usually only 1 artist creates 1 complete character.

It's always possible to import layers from one document into another. However, you may get easily confused and end up rigging wrong partes together. I recommend to import the top bone layer which contains the parts one of you has changed or added. To avoid confusion, changed layers should get version numbers in the name. Example:

You have a complete character (named "char_1") but decide to add more hand shapes in the switch layer. One of you adds the hands, now the other wants to incorporate these into an already animated scene. The first one names the top character layer "Char_2". Animator 2 imports this Layer (and everything inside) into a scene which already has a moving "char_1". Expand both characters so you see the "hand switch" layer you want to replace. Move the "hand switch" layer from "char_2" into the right place inside "char_1". If you've done right, it should be at exact the same place in the same size as the original one. You need to layer bind it to the same bone as the original layer. If you already animated the switch layer, you have to re-do this in the new switch layer again - and you may use the new hand shapes as well. After everything is checked to work fine, you can erase the original hand layer (or just keep it invisible). Erase the "char_2" layer.
