Motion Points not responding in Action

The points are not cycling because they weren't selected when you made the loop.
I looked at your video, and when you are moving those points, the "selected point motion" line in the timeline shows that they are not part of the loop. Make sure you have all the points selected when you make the loop and it should work just fine.
