I know that I can select the layer, then enable the 'Bind Layer' icon in the Bone palette and click a bone to bind it to ... but what if I want to bind the layer to multiple bones?

In v9.5, select the bones, select the layer, and then use the menu command Bone>Use Selected Bones for Flexi-Binding.
