Which is best option for lip syncing
1.Switch layer usage
2.Switch layer with papagayo
3. Mouth positions controlled by smart bone controllers
please share your ideas

I would say using Papagayo and switch layers. My opinion though.

It's very much a personal preference... one might be quicker at using papagayo and switches, while others might manually put switches or just manipulate the mouth with smart bones - I think the style of the character plays a big part too as to what the mouth should look like when animated.
