relative translations

Hi,
i'm confused by actions, is there a simple way to make bone translation in an action relative to the current location, rather than absolute. i want to reuse a translation of the main bone of a character for a walk cycle.
if i apply the action repeatedly the translations always reproduce the same motion. i've searched through previous replies but got a bit lost in the various workarounds people seem to have used.
i'm also confused by the relationship between actions and layers, - if i select an action to edit (and therefore the timeline has the action's name) and i scrub the cursor backwards and forwards the main display shows the complete animation in preview, not just the animation related to the action i am editing - how do i separate out the animation so i can just preview the action and not the combined scene? i can appreciate that it is useful to see the combined result of overlapping actions to coordinate movement, but is it possible to also preview actions in isolation ?

Hmmm... Sounds like a good Feature Request to include a check box option in Display Quality pop-up window :)
