stop 3d objects from moving when the camera pans

I understand that in 3D, the camera's perspective on a 3D object will change when it pans.
However, I want to make an image and use perspective tool to turn it, but I want that "view" of the object locked to the camera. I have seen the pivoting options in the the layer settings but objects still move as the the camera pans so that doesn't seem to be the answer.
An example is, I have a 2D airplane drawn from the side and I drew the propeller from the front and animated it spinning. I wanted to take the layer of the spinning propeller and turn it so it matches the side view of the plane.
Since the propeller is "3D" its pivots as the plane flies by or the camera pans past it. But I want the propeller to appear static, only spinning.
Is this possible?
