I was watching this video


In this video at 4:50 when the video turns the bone and at that time the vector layer points didn't move
but when I try whole layer moves why?

For some reason the video isn't playing for me, but my internet connection is being inconsistent today. Anyway, quick guess based on the picture, is that you still have "bone strength" influencing the layer.

Just turn the bone strength all the way down for that bone.
