Camera Angling
Whenever I move the camera on the timeline, the start point is the beginning of the animation? How do I change this?

It's how keyframes work.
Movement is always from one keyframe to another. The start keyframe is the original position of the camera in frame zero.
So, if you move the camera in frame 30, there will be movement from frame 0 to 30.
If you want the movement start later, you can copy the frame 0 keyframe and paste in, for example, frame 20.
This way, from 0 to 20 the camera will be in the same place and from 20 to 30 it will move to the new position.
PD: You also can right click the frame 0 keyframe and select "hold", there you can assign a number of frames to hold the movement. It is similar to adding a second keyframe, but keeps the timeline cleaner (because you use 2 keyframes instead of 3).

or change the frame to 'step' interpolation.
if you just want to move the camera without any tracking do it at frame 0 and delete camera frames from the rest of the timeline.

On the subject of camera. Is it possible to have several cameras? It would be so convenient not only to keep different options handy, but also to have different vantage points at different moments for positionning stuff

If you use the split screen option of the project window, you can have different views of the same scene. But the camera keyframes do only work for one (default) view.
