I am trying to bind points to a bone to control opening and closing of eyelids. I'm not getting the option to bind points...or anything for that matter.
I suspect that it may be because I have my eye vectors in a group layer. Eyes, Pupils, Eye Mask, and Eyelids. I had to use a group layer so that I could add the mask for the eyes.
Any solution to keeping my current setup, but binding bones to the top points of they eyelids?

is the group layer inside a bone layer? make sure it's inside, and not just below.
you should be able to control the sub layers from a parent bone layer... otherwise you could right click the group layer and convert that to a bone layer, but this will only help you with the eye layers...

I have the same problem! It doesn't even show the 'bind points' button either along the top of the work area, or under the Bone section on the left, the bind points button is dark, as in, unavailable. However, when the sample animation that pops up when I open the program, the bind points button on the left is visible.
I am using a layer that is in a bone layer. The bone layer is the "master" layer that I used to keep my character in. I tried creating another sub-bone-layer and put a layer in that, but didn't work.

lankylefty, if you haven't already figured this out, a couple options are creating switch layers for the eyes, or if your version is new enough you can create an action and link that to a bone with smart bones. There are several tutorials online just look up smart bones, the better ones cover this.
