Dial bone rotates layer around the frame? Hmmm...help.

So I created 2 Dial bones for my character head. one of them works fine which moves the pupils around, the bottom one I want to open and shut the eye lids. However the bone keeps binding to the eye lid layer in a strange way, where when I go to create the action for the dial, as I move it from one side to the other, the eye lids rotate around the frame. I have the bone strength set to 0. Anybody know why this is happening?
