unexplained smart bone reaction

Hi I am trying to do a head turn using smart bones in AS10
Im sure im doing it right but the results are not as expected.
Process and conclusion:
1. created the smart bone as usual
2. named it as usual
3. when im in the actions panel its got a blue background
4. when the bone rotates to 90 degrees the eyes and the mouth which are on seperate layers
rotate around the rotate point of the eyes layer sending it completely out of position and wont reset to the original position.
The only way i can explain it is,its as though the smart bone is bound to the eyes and mouth but i havnt bound it to those layers.
It even happens when im not in the actions panel and if im not on frame zero the bone moves the two layers up and down but not side to side
Therefore i cant start moving the points and the eyes, mouth etc to get my head turn.
Any ideas would be really appreciated.
