I just don't know where the "enable animated layer order" button is. Where is it?

In the bone or group layer proprieties, in Depth sort tab. Animated layer applies to the layers inside that group or one layer.

What about for layers that aren't in a bone or group layer?

If layers aren't inside a group/bone, you simply can't animate their order. The simplest way is to create an overall group and put all your layers inside it.
