Help! Depth shifting isn't working!

I use AS pro 10. When I click transform layer and press alt to change the Z position it's not working. It used to work but now it's not. How do I get it to work again? I keep holding down alt as I scale the layer!

Does it work when you manually enter a Z value into the field on top of the project window?

Never mind I figured out what I was doing wrong it's working now
