Reversing the target bone angle. (the Gorilla)

So I'm studying the gorilla's left arm and his target bone, and I can't figure out how they/you make his arm bend the opposite direction. His elbow bends one way, then bends the other way. I've been messing with the arm, but I cannot make it bend the opposite direction. How is his elbow bending like that?
Actually, this has been a reason why I haven't been using target bones for walk cycles, even though I would like to. If anyone one explain, I would appricate it.
