How to operlap arms in a basic rigged character?

Hi, i am quite new to ASP and i am learning my way into it. so far i am just trying to solve the problems that i can think of. I am 3d animator basically, so i have no idea about this software or flash. So if any one could help me how to solve this.

I want to overlap arms or legs in a basic rigged character, where the right arm, body, and left arm are in their respective layers. But since they are in layers, they go to the back of the body. Is there any trick or method to do this. i have attached a poor drawing of what i am asking.

You must separate each arm in two parts, then you can animate the layer order to get what you want. Each part of the arm can pass from front to behind whenever you want.
