what do you mean make two circles into one shape?
I think you can do with that create shape tool...

Are you using the transform points tool? Are you on frame zero?

Yes I am on frame 0 and I use the transform tool. And for some reason I can't weld the circles when they have a fill and a stroke. Without fill and stroke, it works.

The new default way to weld is to hit enter.
If you want to change it back to the way it worked in previous versions change the setting at Edit Tab > Preferences > Tools > check box for "Classic point editing keyboard shortcuts". There more details in page 413 of the manual
