In a good bitmap program. The effects in front can be done in AS.

A 3D program with a good toon shader renderer. In a good illustration application, with talent. In a good paining application, with talent. Backgrounds aren't just magically created, you create them via drawing, painting, modeling, etc...

You might also try photographs of actual locations. If you want a painterly or graphic look, you can do a paint-over, vectorize it, process it with filters, or use a combination of these techniques. Photoshop is the standard go to for image manipuation but there are other capable programs. Some are even free (
GIMP for example).
Apart from that, your question is a bit vague. Exactly what part of the image are you responding to? The '3D-ness'? The lighting? The colors? The FX?
