Transparent Function Not Working in AS Debut 11

I'm just as smart as the average bear but I'm having a problem with the transparent feature of AS Debut 11. This is what happens when I try to apply it.
Step 1: Say I have a rectangle shape selected and the fill color is red with a black stroke.
Step 2: I click on the Fill Select Shape and then Click on the Shape.
Step 3: I click on the Basic Color palate and choose green. The red color inside the rectangle now turns green. Everything's going fine.
Step 4: I then click on the Styles "Fill" color which is now green by the way and it brings up the Color Picker.
Step 5: I drag down the Transparent Meter to 50%. I look at the green rectangle and it is indeed showing a Transparency of 50%. Also, the Transparent indicator is showing the checkerboard in transparent mode on the top half and the solid green on the bottom half.
Step 6: I then click the Color Pick "OK" button.
Step 7: When I click on any area beside outside of the rectangle, it show up as 100% fill not the 50% Transparency I was wanting.
Step 8: If I go back and click on the Styles Fill color, it shows the Transparent Checkerboard look, the color picker pops up and all of the settings for the transparency are still there and the to boot, the rectangle is at the 50% transparent. But when I click on Color Picker OK button the rectangle is again back at 100% fill.
Why does this appear to be working in reverse?
I'm new to AS and have learned a lot through YouTube University's AS Tutorial's but I cannot seem to find anyone else bringing this subject up for discussion.
