How is this effect achieved in Moho? I've done it in other applications but I'm not sure how to do it in Moho. Was it done using a screen-capture app, or masking, or . . . ?

That looks like its just a screen cap of someone drawing lines - but you could achieve similar by animating 'stroke exposure' (which would be quite a task, so don't know how strongly you feel you want to do it! )

The menu command Scripts>Draw>Animated Strokes...
Select all the points you want this to work on first.
