Vector Changes not Applying to Smart Bones in Mainline

I'm working on rigging a fullbody turn, but I have an issue with the smartbone dials. I'm using both vector point changes and bone transforming.
When I work on my rig when the smartbones are selected in the actions panel, everything works fine, but when I go into the mainline and I turn the dial, the vectors stay stagnant while the bones still move. How do I fix this?
