See the layer outline while adjusting?

MacBook Pro OSX El Capitan Ver 10.11.6
See the layer outline while adjusting?
When I choose a layer and start to adjust the size Height width etc. As I move my cursor the layer outline disappears so I have to guess as to what I am doing. Is there a way to fix this behavior? So I can see the layer outline as I adjust it. Thanks View My Video

You're resizing a layer without any visible content?

It's possible to modify the tool to always show the control handles, but they disappear so you can see the layer's content while adjusting it.
Why are you so concerned about see it anyway? Shouldn't you be more concerned with the layer's content?
