I have two smartbone dials, one for up down eye movement and the other left right, both targets a dot bone so I can control both bones at the same time. At frame zero, both bones follow the target bone but no eye movement but when I not on frame zero ONLY ONE BONE FOLLOWS THE TARGET BONE and the other remains still. How do I get both bones to follow the target bone??? They both target it. They're not parented...

check the actions for conflicting keyframes - e.g. the u/d action has keys for the l/r bone; check the bone strengths are not causing conflicts on point motion. If that doesn't help, can you post enough of the file to help troubleshoot (the basic set-up as you describe works ok here)
