How to find the Offset Bone Tool...

I moved the Left Leg sideways so I could see both legs and install bones. Now I want to slide it back, but the only tools in the Bones Pallet are (1) Select Bone, (2) Add Bone, (3) Transform Bone, (4) & Manipulate Bone. It seems that Offset Bone is the tool I need. How do I make it appear?
