With the lite version- could I animate on top of a photo background? Can that background photo move and pan as well??

Yes, Moho supports image layers. Being a separate layer, you can animate it independently of the character layers (which can be image or vector layers, and rigged with bones like a puppet.) There is also a 3D camera which can be animated to pan, dolly, bank and zoom.
