I found the "lock Layer" script in another thread and downloaded it, but I don't know what to do with it.
Install gives me an error that the file structure isn't correct. I had it working on my old computer with the "lock" icon showing up under "Tools" but I have no idea how/where to put the script so it shows up there instead of just running it from the Menu.

There were no installation/folder locations included in the file so I don't know where it goes and how to get it to show up in the Tools area.

The .lua and .png both go in your custom content folder>scripts>tool folder. Then just restart Moho or hit ctrl+alt+shift+L(R for v13).
