Smart Bones and Wind dynamics

I have a scene where ideally I would control the direction of Wind dynamics with a Smart Bone action, with the ability to swing the Wind direction from left to right.
I tried creating a suitable smart bone action and it appears to work correctly in the action preview, but when I rotate the Control Bone in the main timeline - nothing happens to the Wind.
So I am not sure - if this is something that should work and is broken, or whether I need to request a new feature?
