I cannot find the above mentioned function in moho 13.5 anymore. Anyone knows how to do it?

The bitmap drawing tools from v13 where removed from v13.5 because they were buggy beyond repair.

Bitmap painting in Moho 13.0 was never properly completed and it was missing too many features to be truly useful. Lost Marble decided to remove the feature and re-evaluate bitmap painting for a future release. Chances are, it will return as a completely new and better tool. Hopefully, this won't be too far in the future.
In the meantime, you're better off using another program for bitmap FBF and importing it to Moho as an image sequence. I use TVPaint for FBF, but many paint programs like Photoshop* and Clip Studio Paint have basic FBF features that are better than what 13.0 has. Krita is another good choice and it's free (donations accepted). (FYI, Krita's audio support needs work, but otherwise, the FBF tools are very usable.) If you have an iPad, Flip-a-Clip and Rough Animator are good low-cost options.
IMO, Moho 13.5 has improved stability (for some users, it's not as stable as 12.5, but it will get there, and the new key features like Vitruvian Bones, Perspective Quad, Quad Meshes, and Wind Dynamics should make up for what they removed. (For me, V-Bones is the most ground breaking feature in years!)
Hope this helps.
