Add several animated instances different locations

I'm trying to create a small reflection highlight on water. You know when you see the water sparkle from the sunlight or moonlight. I have the sparkle animation but now I want to place them several times in different locations and different times. I'm probably going to use the particle system, but I was wondering if you can place an animated shape (point animation) and place it as a (reference) regular Action anywhere on screen. I tried this first and tried moving it but the rest of the animation plays where it originated (all the points move back to where I created the animation). My biggest problem is (apart from age) If I don't use certain features in the program very often I forget how.

I haven't used particles yet. I always find another way to get things done.

Maybe you could copy/paste the sparkling animation into numerous layers, then translate each layer to where you want it. When all the locations look correct, go into a few of the layers and start dragging keyframes to the right to stagger the timing. Then collect all the layers into a group folder to keep things tidy.

You can do point motion animations, and them place them anywhere using layer translation, and offset their timing using the sequencer.

Thanks for the reply I went ahead and used the particle system put it inside a mask to keep it just at the center. But I would like some larger brighter reflections to flash I thought of the sequencer as well. Still wondering if I can save that animation as an Action or just copy and paste?
