Eye have a question

Ok, so I'm making a character whose entire body is covered with eyeballs. I would like them to be different colors with pupils constantly moving around as though they're all independent but then all focusing in the same direction when something important happens.
What's the fastest way to do that? Is there a trick? Or do I make that many layers and try to bind them and keep them in one place, which sounds nightmarish.

Well, the easiest way would be to make references of one eye, translate them to different spots, and shift each in the sequencer.

But this is just changing when the timing of each starts, so they don't all look the same way in unison.
My next idea would be to bind the pupil to a bone, make the references, and then just change each bone's initial translation keyframe to a different noisy value.

This may make some complications, depending on what else you want the face/eyes to do, but you could make a switch with one having the eyes set on 'noise' movement and the other set for smartbone control.
