I start moho 13.5.5 and select File, Close and then File, New and after the image changes to have the center cross arrows I wait a few seconds and then the mouse icon changes to hour glass and the system states moho is not responding.

Which document are you initially closing? There maybe something bad in it.

Try changing preferences for the Startup file (Edit > Preferences > General > Startup file) to be 'Empty Document' or 'No Document' and see if it makes a difference.
