Rendered Bitmap instability - a #10 bug

I have mentioned this casually before but I need to flag this as a big problem.
We use photoshop backgrounds, usually 300dpi, which is more than sufficient. On top of that we have vectored and png characters.
I tried to do a bog standard track back from the character standing outside the house and pan up to the the sky to run a "THE END" caption.
Whene we looked at the output, there is a very very bad shimmer between the background and the characters - that is, the characters are moving against the background as if its a bad optical on a non-pin registerd camera. The result is unbroadcastable.
It appears that the alogithum used to calculate the zoom % is averaging to the nearest pixel - but this average is not being applied to both elements.
I have tired using super smooth output but the problem is exactly the same.
Whilst this is not a true bug, it is a very serious problem. Serious enough to rush out an interrum fix - Tracks and Pans on backgrounds are very basic and common, and if you cannot achieve that without the characters leaping all over the place, then using Moho is pointless.
Anyone have a work around?
