Joining Two Pin Bone Layers with Point Binding

This topic is a follow up for an earlier post https://www.lostmarble.com/forum/viewtopic.php?t=35710 , I guess the post got confusing so posting here in a simpler words.
The image below shows two bone layers (Bone 1 and Bone 2) with point binding with their respective vectors (Layer 1 and Layer 2). If you need to join the two bone layers, the only way i know is to copy-paste bone(s) from "Bone 2" to "Bone 1" and then copy-paste vector(s) from "Layer 2" to "Layer 1" OR to move "Layer 2" under "Bone 1". In both cases, the point binding breaks. So is this a bug, and is there a work around (except manually binding the points again)
