Difference between the Translate Points and Add Point tools?

What's the difference between the Translate Points and Add Point tools?
Given that with the Translate Points tool I can place it on a spot on an outline and change the outline's shape, when would I use the Add Point tool?

With the add point tool you can add more points along a line, allowing you to increase/decrease the width of the line, extend the line out further without having to draw new shapes, add details,etc.
Translate points allows you to move and manipulate points in 2d space, or move them down the line.
So, add points are to add detail and change the shape, translate points are to moving and reshaping based on existing points.

I was going to respond earlier... but...
I just couldn't make myself do it...
Add point tool ... uh... adds points that aren't there yet.
Translate Point tool ... translates points that exist already.
I can see how confusion results in some cases though. For instance you click and drag to create a line in moho.
Most drawing apps work by clicking once then moving the mouse and clicking again to create a line.
