I'm trying to use switch layers on two different smart actions, but it only works on one and not the other. Is this a limitation of the program? Is there a workaround so I can get it to switch on both smart actions?
I have two bones, one for both eyes blinking and one for one eye blinking. The switch layer only works on one of them at a time.

It looks like you have a conflict somewhere.
When I make a three-way eyes Control, I create separate Smart Bones Dials to close the left and right eyes individually, and a third 'blink' Dial to drive the first two Dials together. This works perfectly every time. The thing to be aware of is that the third control needs to be neutral before I can work with the individual controls, or they will, of course, conflict.
Because of this, I usually don't bother making a 'blink' control. It's only useful when I always want to blink the eyes in perfect sync. And, to be honest, adding the third Dial doesn't really save me time during animation, it just makes the control panel more complicated.

Thank you, I got it to work now!
For me, I don't mind if the eyes blink in sync. It seems easier to me to control one dial to blink instead of two separate ones.
