The Blender Studio released their in-house developed brushstroke tools extension for Blender today (for free!). A set of tools to allow a 2d artist to paint in a 3d scene over 3d objects in an intuitive way and animate those strokes.

The effect is quite beautiful looking, and I haven't seen a similar effect before exactly like this.
