Rig issue. Need help.

There's negative keyframes.
Run my menu script to fix it: viewtopic.php?t=32714

This is a known issue.

It is hard to see how you structured and binded your layers. But it looks like you have not binded the layer properly or you may binded points without linking the layers to the bone. Or maybe you have negative keyframes or you freeze points that is not necessary in the action timeline.

Thanks for taking a look, Panha. It was negative keyframes. Wes' script fixed it.

I hate that rig I posted. It was the first one I created back in 2011 when I was just starting out. In anime Studio 7, I believe. But the channel for that show has a lot of fans, and I've been too lazy to go back and update all the characters. Hopefully, one day, because not only is it messy, but I can't imagine it serves me to use a rig created in AS 7 on Moho 14, almost 15 years later.
