IKs only working in an smart bones action but not mainline

Hello, I'm having a constraint consistency issue!

I have wrist IK targets for a character that when a seemingly unrelated smart bone is rotated (head rotation) the arm bone does not follow the target, BUT it does follow it in literally any other action other than the mainline.

How can this be? I've deleted every keyframe in my mainline to test this. Before rotating the head smart bone, I grab the wrist target IK, move it, and the arm bones follow. I use any smart bone by rotating (in this case the head) then the arm no longer follows the target IK.

I do the exact same thing within an action other than the mainline, and it works as intended; I rotate the head, grab the target and the arm follows.

In case anyone is wondering. I've also tested it by deleting the IK switch smart bones as well. I wanted to reiterate to be thorough, it's driving me crazy!
