When was the "extra lines" things added to noisy outlines? That was probably in there many versions ago and I didn't notice until just this weekend.
Try using an outline with low alpha (30 or 40%), setting extra lines to 2 or 3 (that's all you need), and the ... I don't have it open right now, so I don't know the exact parameter names, but there's one that you can set to a really high number like 40 or 60 (the size of the wrinkles), so the lines are still smooth but just a little off their exact place; then the degree of noise can be something small like 3 or 4 ... choose "animate noise", and leave "noisy shape" unselected. This makes a far more realistic "sketchy" outline than choosing "sketchy" ever did!
