How do I or can I move a layer over another without starting over?

in the layer window click on it, and drag it above the other.

oh but all I have is layer 2 do I have to make layers myself?
If I do that just makes another question
I'm trying to make a face right now.
And I'm trying to keep it really simple; like in cartoons on TV(fiary odd parents, PPG, ect.)
But simple or not I'm confused and sorry if the awnswers obious

i'm a little confused as to what you're asking, but just make a new layer

I guess what I'm asking is how do you make a new layer
I made one But I think some thing I'm doing is wrong
because moving them doesn't do anything

Have you done the tutorials yet?
We need some kind of... base line... for your knowledge. What you are asking is... confusing.

sorry I know that sounds horrific so let me ask this
If I make
1. a head
2. eyes
2. inner eye
to be seen in that order
Then the inner eye with be shown outside the eye socket
Is there a way to layer it so you can make the character look in diffrent directions without losing the white in the eye
I was thinking of making a head with cut out eyes
But I am not sure if you can do that

Hi. It sounds like you may need to use the basic tutorials first. I very much recommend you do them. They cover the basic stuff. You can also search the forum. For example I did a search and there is some info on eyes in this thread

Finally if you are still stuck after trying this you may need to post a movie, or an image or the file you are having problems with.

oh the eye thing was exactly what I ment thanks
still going to improve on it but very neat thank you
I'll post a picture or somethings from now on
