What I'd also like is the ability to control the speed at which NOISY OUTLINES/FILLS animate. They animate too fast for my liking. I'd want to be able to slow down the interpolation between the noise.

I agree with this.

Of course, you can accomplish something similar right now, by using the noisy interpolation inside the animation channel. It is just so much more work to do this manually and with multiple layers.
