Raise Shape button and Lower Shape button grayed out or not working.

whoopps I figured this out - raise and lower are working

i was activating the incorrect tool. Once I used the Select Shape tool i got this to work.

yes. for create new shapes, you must use "create shape", for select shapes, you must use "select shape".
