vector image to swf

Can I convert to flash if it has been an imported vector image?

Yes, vectors go to Flash fine (at first I thought you were talking about raster images)

I also wanted to add that, if possible, you should trim the point count of the imported vector image, to keep the file size down.
And remember that, for practical purposes, you hardly can export 3D stuff to Flash, because 3D images AFAIK don't export and 2D images rotated and/or translated in 3D will have a hard time keeping the file size down in the SWF export. So, if you stay off the 3D stuff, it will work.

If I import a PNG file and attach it to a bone layer, it gives me a blank when I try and render it to an SWF file. Is there anyway I can change this?

PNGs cannot be exported to SWF if you use bones to warp them.
