Whether the format of a file *.moho open is? Whether it is necessary to have the sanction from LostMarble to create programs (no LUA, only *.exe) with use of this format?

We don't have any documentation that describes the *.moho file format. You don't need our permission to create software to read or write Moho files, but we also can't explain to you the details of the format.
