How do I use color picker?

Novice Problem: I am running into problems picking colors. Exp: When I go to File-->Project Settings-->Select Background Color, the color picker comes up. I click on the color I like, then i hit OK....and nothing happens, the background color rectangle remains blank (white). I am having similar problems with Fill and Outline Color. Please help

Hmm...
You may have the DISPLAY QUALITY set to very low. At the bottom right of the screen you'll see DISPLAY QUALITY. Make sure FILLS are on.
Other than that, make sure a shape is selected (or press 'Q' and then select the shape) before changing the colour.

OK, I figured out that I can change the color with the color picker by manually typing in the red green blue numbers...but shouldn't the numbers change as I slide the color selection bar up and down?

Uh... no.
I think the AS color picker is based on HSB, hue saturation and brightness.
The bar that goes up and down changes only the hue. You also need to drag around inside the big box to change saturation and brightness... I am pretty sure this is the problem.
Do you see a big square with black at the bottom and white at the top and gray on the left with stronger color on the right? That is the brightness and saturation.
The bar changes the color. The default is usually white or black which means the color picker is way down to black or all they way up to the white area. Changing the bar won't effect the brightness.
I could be completely wrong but I have done this same thing myself so many times I have to laugh. I think I picked a new color but it doesn't change because I only slid the hue bar up and down.
