I was wondering how would I get an intense windy blizzard affect? Can I use particles to do it or a mask?

I would use particles. Lots of fast blowing white particles, maybe on several layers, with the back layers reduced in size a littel to give depth. I haven't tried this, but it seems like it might work in theory.
