Until I know for sure, I found a workaround that works okay. I duplicate the base shape of the hand shape that has the small blend value. I paste that and add it to the larger BODY ARM liquid group higher blend value. It almost creates a smooth blending shape but keeps the fingers from blending too ...

Here's the final effect I needed this for. It's that thin puffy smoke coming out. The other smoke is particles.
And yes, uh... er... it... uh... well... it represents some illicit use of controlled substances being blown out of a door.

I got it to work, starting from scratch with a new file. However, the original file that was not working was still broken even with jitter angle above 0 (it always was above 0, I never changed the defaults). i spent about an hour fiddling trying to find a workaround using only two points. sadly no luck. i ended up using smoke images and particles which worked even better

Thanks for the help, I tried all of the suggestions but they didn't work. I fiddled and fiddled with start and end of cycles changing where the keys landed. I am pretty sure it is the dagnab switch layer cycle causing the problem. The bone keys cycle fine but the dang switch layer is off by one fram...

OOPS! User error.
Apparently I had the project settings timeline length set to the 1866 which is NOT EVEN CLOSE to the end. It should have been 2700 as the ending. Seems to be working now.

yes almost certain it’s the two action conflict. some of the points moved in one action are moved in another action. i basically have redone this with simpler rigging. i’ve had this happen before but it’s rare and but couldn’t remember how i fixed in the past.
