I think the easiest way is still just using bones. You don't need one bone layer per piece. You can bind specific points to specific bones, so you can have as many bones as you want in one layer and as many shapes as you want in a vector layer.
Switch layers also allow you to add bones.
Sorry if I'm just repeating information you already have, but it sounds to me that any other workaround will eventually become harder to setup and animate than just using bones. Or maybe I'm missing something.
